Public well-being in the 19th Century was non-existent. Low income, disease and overcrowding was rife. It had been Edwin Chadwick that created the Poor Rules Amendment Take action in 1834. He had argued that health issues and disease were strongly linked to poverty and if methods were delivered to reduce health issues and disease then rates of poverty would diminish also, since more persons would be match to function. Edwin Chadwick was a who trust in the 'miasma' theory, he believed that illness and disease was airborne.
